Rick's Action Plan to protect the elderly and most vulnerable of Cape Coral's residents.
This one is personal. It keeps me up at night. Predators target the kindest among us; our seniors and vulnerable adults through scams, coercion, and abuse. They exploit trust, loneliness, and generosity for profit. That is evil, and it will not be tolerated here. I will fight for them like I would my own family. Everyone deserves safety, not betrayal.
My Action Plan
We act now. I will stand up a coordinated, citywide response with law enforcement, social services, and community partners to detect, stop, and prosecute elder abuse and exploitation. No gaps. No handoffs. One mission.
We will expand prevention and education; clear, simple guidance to help residents recognize scams before they strike. Outreach will be direct and relentless: community briefings, partnerships with banks and service providers, and targeted communication to those most at risk.
Reporting will be fast and accessible. We will streamline how concerns are flagged and investigated, with priority response for cases involving seniors and vulnerable adults. If someone is in danger, we move immediately.
Accountability will be strict. We will push for stronger enforcement and ensure cases are pursued aggressively in coordination with the Florida Department of Elder Affairs and the Florida Attorney General's Office. Predators will be identified, stopped, and prosecuted.
Support for victims will be strengthened with real help, delivered quickly, with dignity and respect.
End state: a city that protects its most vulnerable, shuts down exploitation, and sends a clear message...if you prey on our residents, you will be found and you will be held accountable. Not here. Not ever.
